ESIA and Pre-GeoSurvey for Kyauk Phyu Deep Sea Port Officially Launched

On July 2nd 2019 the kick-off meeting for the Environmental and Social Impact Assessment (ESIA) and Preliminary Geological Survey of Kyauk Phyu Deep Sea Port (KPDSP) project was held in Kyauk Phyu Special Economic Zone Management Committee's Yangon office. This marked the official launch of KPDSP project's start-up works. Representatives from Kyauk Phyu Special Economic Zone Management Committee (KPSEZMC), CITIC Consortium, HATCH Associates Ltd (HATCH) as the project management consultant (PMC) and Myanmar Government Designated Entity(GDE)attended the meeting.

Authorized by KPSEZMC, CITIC Consortium will conduct the start-up works on behalf of the KPDSP project's Joint Venture (JV) incorporated in the future. To deliver better start-up works and make sure the preparation of the project meets the requirement of laws of Myanmar and international practice, CITIC Consortium has selected the world-reputed HATCH as the PMC through international tender to supervise the whole process of ESIA and Pre-Geo Survey. The PMC Agreement of KPDSP project was inked between CITIC Consortium and HATCH on May 15th 2019.

Headquartered in Canada, HATCH is a world-renowned engineering consultant with rich experiences on large-scaled project management. For KPDSP project, HATCH will provide services like project coordination and consultation, managing the solicitation and evaluation of bids, supervising the construction of the project, assisting CITIC Consortium and the project's JV to manage ESIA consultants/contractors, etc. Strictly following the Myanmar laws and regulations, and international practice, CITIC Consortium will carry out the project's preparation work in a rigorous, open and transparent manner. During the process of ESIA, CITIC consortium will develop participation mechanisms for all stakeholders of the project in order to take extensive and adequate consultation.

Right after the kick-off meeting, a working group consisting of representatives from CITIC Consortium, HATCH and GDE conducted a site visit in Kyauk Phyu township including consulting with local communities, studying the basic situation of the project site, collecting technical information and other preparation works. They’ve met with government officials from Kyauk Phyu district and township, introducing the work plan of the KPDSP project's start-up works and consulting with them the work plan. As the site visit to Made Island where Phase I of the KPDSP located was completed, the working group held a consultation meeting with representatives of local communities, NGOs and other stakeholders in order to take the concern and advice of local people, communities and organizations so that follow-up work can better meet the expectations of the locals.

Next step, CITIC Consortium will submit the Project Proposal Report for ESIA to the Ministry of Natural Resources and Environmental Conservation of the Union Government in accordance with relevant laws and regulations of Myanmar. CITIC Consortium will also start the bidding process for ESIA and preliminary geological & topographic survey. The progress update of ESIA works will be released timely on the official website of CITIC Myanmar.

As the preliminary work of project proceeds, CITIC Consortium will work closely with KPSEZMC, HATCH and GDE, striving to sign the final agreement of KPDSP project at the earliest possible date to achieve substantive commencement of the project.
