After a year-long international public tendering and evaluation process, CITIC Consortium has selected MSR Consortium as the Environmental and Social Impact Assessments (ESIA) service consultant.
CITIC Consortium signed the ESIA Consultancy Service agreement with MSR Consortium, which consists of companies and experts specialized in ESIA from Australia, Brunei, Korea and Myanmar, on February 10, 2022.
On January 25, 2021, CITIC Consortium launched an international public tendering for the ESIA. However, the process was halted when Myanmar experienced unexpected incidents such as a COVID-19 outbreak and political instabilities, that resulted in only one bidder submitting bidding proposal. Since the number of bidders was less than desirable to continue with a competitive process, the bidding process was terminated.
In October 2021, CITIC Consortium re-opened the bidding process through invited tendering. Request letters for expression of interest were sent to 34 qualified international and Myanmar ESIA consultancy companies registered with the MONREC. Among them, six agencies expressed bidding intention.
On November 9, 2021, CITIC Consortium issued tender documents to those six consultancy companies. By the deadline of December 22, 2021, three bidders had submitted bidding documents that met bidding requirements. Those companies are MSR Consortium, Eguard Consortium, which consists of Myanmar companies, and COT Consortium made up of consultant firms from Thailand and Myanmar.
CITIC Consortium and the project management consultant firm Hatch jointly carried out the evaluation of the bidding documents submitted by the three bidders in an open and fair manner. According to their composite scores of both technical and commercial bid, the final rank of the three bidders is as follows:
1. MSR Consortium 73.25
2. Eguard Consortium 66.28
3. COT Consortium 61.65
After negotiations, CITIC Consortium reached an agreement with MSR Consortium and signed the ESIA Consultancy Service agreement.
CITIC Consortium has always prioritized the protection of the environment and will strictly practice the concept of PPP (People, Prosperity, Planet) during the development of the Kyaukphyu Special Economic Zone. With the vision to build a green and sustainable port for Myanmar, CITIC Consortium will promote MSR Consortium to conduct high-quality ESIA in accordance with relevant laws and regulations in Myanmar as well as relevant international standards.
