Release of Approved Scoping Reports on Environmental and Social Impact Assessments of Kyauk Phyu Special Economic Zone Deep Sea Port Project

The Scoping Stage for the Environmental and Social Impact Assessments (ESIA) of the Kyauk Phyu Special Economic Zone Deep Sea Port Project (KPSEZ DSP Project)  commenced in July 2022.

In August 2022, Consortium of MSR and International Consultants (MSR Consortium), the ESIA Consultant of KPSEZ DSP Project, initiated on-site surveys in Kyauk Phyu region. Professional teams of MSR Consortium evaluated the physical environment, marine and terrestrial biodiversity, and social aspects during comprehensive surveys at the Project site. A series of stakeholder engagement activities including Workshops (WSs), Focus Group Discussions (FGDs), Key Informant Interviews (KIIs) and Public Consultation Meetings (PCMs) for ESIA Scoping Stage were conducted at Kyauk Phyu region as well.

Based on the above-mentioned investigations and stakeholder engagements activities, MSR Consortium prepared the respective Scoping Reports and Terms of Reference (ToR) for the three components of the KPSEZ DSP Project (i.e. Made Island Port Terminal, Yanbye Island Port Terminal, and Access Road and Bridge) as per the requirement of the Ministry of Natural Resources and Environmental Conservation (MONREC). After multiple reviews by the Project Proponent and the international Project Management Consultant (PMC), Hatch Associates Ltd, the three Scoping Reports were finalized in October 2023.

The Scoping Reports were formally submitted to Environmental Conservation Department (ECD) under MONREC on November 20, 2023. Subsequently, on November 30, 2023, ECD approved the Scoping Reports, allowing to proceed with further ESIA works according to Myanmar's Environmental Impact Assessment Procedure.

Following Myanmar Environmental Impact Assessment Procedure, Draft Guideline on Public Participation in Myanmar's EIA Processes, relevant regulations, and international good practices, the approved Scoping Reports are now being publicly disclosed and can be accessed via the following links.
